Abuja Hosts Inaugural Meeting Of $5bn Africa Energy Bank
Nigeria has hosted the inaugural meeting of the $5 billion Africa Energy Bank, created by Afreximbank and APPO to finance energy projects across the continent.

A total of 388 public servants across all 36 states and the Federal Capital Territory have completed a training program organized under the World Bank-assisted HOPE Governance Programme. According to Punch, the initiative aims to boost public financial management by ensuring that state spending on basic education and primary healthcare directly matches real developmental needs.
The month-long capacity building exercise focused on teaching officials how to integrate state Annual Operational Plans for primary healthcare and consolidated workplans for basic education into their upcoming 2027 budget estimates. It also provided practical instruction on implementing the National Chart of Accounts and applying program-based budgeting within both sectors.
Participants were guided through exercises involving official state documents to identify planning flaws and rectify budget gaps. Punch reported that the sessions covered key tasks such as project mapping, cost prioritization, geo-tagging, and balancing sector plans against established spending caps.
Speaking in Abuja, the National Coordinator of the HOPE Governance Programme, Dr. Assad Hassan, noted that the timing of the workshop was intentional. He stated that the goal was to embed these standardized budgeting practices into the 2027 fiscal planning cycle currently underway across various states.
Dr. Hassan further explained that the effort is crucial for satisfying Disbursement-Linked Indicator 2 under the governance initiative, which mandates that state budgets comply with the National Chart of Accounts. The four-part workshop series, which commenced in October, is set to conclude on November 4, 2026.
